This paper focuses on the degree to which budget holding currently does, and potentially could, meet these objectives more efficiently than at present.

This report came out of our work with the budget holding lead professional (BHLP) pilots. It relates to recent discussions about how to mainstream the BHLP approach and about the range of services covered by budgets available to BHLPs.
